Every other Friday his employer runs payroll: federal withholding from his W-4, Social Security at 6.2%, Medicare at 1.45% and West Virginia withholding based on the Form IT-104 he signed at hire. The state line is small next to gross because most of Ray's annual wage falls in the 2.11% and 2.81% bands rather than the top 4.58%. West Virginia's schedule starts taxing at the first dollar rather than behind a standard deduction; the exemptions claimed on the IT-104 and, for lower earners, the low-income earned income exclusion on the return do the sheltering instead. If Ray was paid under the old 2025 tables in January, the state line on those early checks ran higher than it does now. He gets the difference back through his IT-140.
The rate cut that landed in the middle of the year
During the 2026 legislative session West Virginia enacted Senate Bill 392, a 5% across-the-board reduction in personal income tax rates. The law is retroactive to January 1, 2026, so it covers checks issued before the bill existed. The Tax Division answered by publishing new 2026 percentage-method and table withholding formulas. Employers switched to them mid-year.
Two consequences follow. First, any payroll still on 2025 tables is over-withholding, which is not illegal but is an interest-free loan to the state until filing season. Second, the full 2026 IT-140 instruction booklet was not yet the current filing-season package as of late August 2026, so line-by-line details for the return should be checked again when the state releases it.
Five rates, one schedule for nearly every filer
Single filers, heads of household, joint filers and qualifying surviving spouses all use Rate Schedule I. After the cut the 2026 rates are 2.11% up to $10,000 of West Virginia taxable income, 2.81% to $25,000, 3.16% to $40,000, 4.22% to $60,000 and 4.58% above that.

Married couples filing separately keep the same percentages but hit each band at half the income, so their top rate starts above $30,000 instead of $60,000. Taxable income itself starts from federal adjusted gross income, then takes West Virginia additions, subtractions, the low-income earned income exclusion for those who qualify and the state's exemptions. Retirees get Schedule M subtractions for Social Security and several categories of retirement income, with the exact amounts set by the final 2026 instructions.
Crossing the river to work: Ohio, Kentucky and the other reciprocal states
Plenty of West Virginians commute across the Ohio River. Plenty of Ohioans and Kentuckians drive the other way. West Virginia has wage reciprocity with Ohio, Pennsylvania, Maryland, Virginia and Kentucky, so a resident of one of those states whose only West Virginia income is wages qualifies for special nonresident treatment and is generally taxed at home instead. The agreement covers employee compensation only. A rental in Huntington or a contracting business in Morgantown is still West Virginia-source income with a West Virginia return attached.
The reverse holds for Ray's coworkers who live in West Virginia but work for an employer across the line: they report under West Virginia resident rules. Nonresidents from non-reciprocal states owe tax on services physically performed here. The Tax Division's FAQ also flags Pennsylvania and Virginia domiciliaries who keep a substantial physical presence in West Virginia as a residency question worth settling before the first return.
Estimated payments enter the picture at a $600 expected balance after withholding, unless that balance is under 10% of the year's tax. The Tax Division's own advice for wage earners who come up short is simpler: adjust the IT-104 rather than mailing quarterly vouchers.
Charleston adds a penny: 6% statewide, 7% inside city limits
West Virginia's consumers sales and service tax is 6%. Roughly 30 municipalities, Charleston and Huntington among them, add a 1% municipal sales and use tax, so Ray pays 7% on a taxable purchase downtown and 6% once he is outside city limits. A $100 purchase costs $6.00 or $7.00 in tax; a $250 purchase outside a municipal area costs $15.00.
The list of participating municipalities keeps growing. Winfield started its 1% on January 1, 2026. Granville, Ronceverte and Welch followed on July 1, 2026. Food and food ingredients for home consumption are exempt from the state tax while prepared food is not. The 2026 back-to-school sales tax holiday ran July 31 through August 3.
Use tax applies at the same rates when an out-of-state seller did not collect. Remote sellers lose the small-seller exception at $100,000 in West Virginia gross sales or 200 transactions. Returns are generally due by the 20th of the following month through the MyTaxes system, with December's due January 30.
Before the next pay period: a short checklist
- Confirm the state withholding line reflects the post-SB 392 2026 tables, not the 2025 schedule.
- Re-read the IT-104 you signed at hire. The exemptions claimed there drive the withholding amount.
- Check the hourly rate against the $8.75 state minimum wage.
- Watch the year-to-date state withholding column. It becomes the credit against tax on the IT-140.
- If you live across a state line, decide whether reciprocity covers your wages and give payroll the right nonresident paperwork.
