Why Granite State Paychecks Skip State Withholding

New Hampshire has never taxed wages. The one personal tax it did levy, the Interest and Dividends Tax, was repealed by House Bill 2 of 2023 and no longer applies to tax periods beginning on or after January 1, 2025. There is no state line to compute. That is the point. Medicare is $2,160 × 1.45% = $31.32 and Social Security is $2,160 × 6.2% = $133.92. Year-to-date wages of $43,200 are far below the $184,500 Social Security cap, so both FICA lines simply repeat 20 times. What RSA 275:49 Requires Employers to Hand Over

New Hampshire's pay stub rule is short. RSA 275:49 IV says every employer must furnish each employee with a statement of the deductions made from his or her wages for each pay period in which deductions are made. The same section adds several related duties:

  • Tell employees at hiring the rate of pay and the day and place of payment.
  • Give notice of any change to those arrangements before it takes effect.
  • Make vacation, sick leave and other fringe benefit policies available in writing or on a posted notice.
  • Keep wage and hour records for 3 years.

Department of Labor rule Lab 803.03 fills in the details: the hiring notice must also state the pay basis and how wages are calculated, employees must receive a written statement of the deductions RSA 275:48 allows and time records must show when work began and ended. Because the statute centers on deductions, a clear stub that itemizes each one with current and year-to-date amounts is the simplest way to comply.

Weekly or Biweekly: New Hampshire Payday Deadlines

RSA 275:43 I sets the schedule. Employees paid weekly must receive all wages within 8 days after the workweek ends. Employees paid biweekly must be paid within 15 days after the workweek ends. Paying less often than biweekly requires authorization from the Labor Commissioner.

Wages can be paid in cash, by direct deposit with written authorization, by electronic transfer, by payroll card or by check. Employers that use deposit or payroll cards must still offer a check option. Payroll card costs cannot be passed on to the employee. The 72-Hour Clock on Final Wages

When a Paid Family and Medical Leave Deduction Appears

New Hampshire Paid Family and Medical Leave is a voluntary insurance program run with MetLife, not a mandatory payroll tax. Whether it shows up on a stub depends on the employer's choices:

  • An employer that pays the full premium takes no payroll deduction at all.
  • Employers with 50 or more New Hampshire workers that share the cost must collect the worker share through payroll deductions.
  • Large employers also deduct premiums for workers who bought an individual plan.
