What Changed for Hawaii Payroll in 2026
- Minimum wage rose to $16.00 an hour on January 1, 2026. The next step is $18.00 on January 1, 2028.
- A larger standard deduction: under Act 46 of 2024, the standard deduction on the 2026 return is $8,000 for single filers, $16,000 for joint filers and $12,000 for heads of household, nearly double the 2025 amounts.
- New withholding tables: Booklet A tables effective December 5, 2025 apply to wages paid from January 1, 2026.
- Higher TDI wage base: the 2026 maximum weekly wage base is $1,500.21, so the employee TDI deduction tops out at $7.50 a week.
- Electronic filing: employers with 10 or more Forms W-2 or HW-2 must file them electronically.

Hawaii Income Tax Withholding With Form HW-4
Hawaii taxes income in 12 brackets from 1.40% to 11.00%, with one of the highest top rates in the country. Withholding uses Booklet A, where each HW-4 allowance is worth $1,144 a year and the withholding rates run from 1.40% up to 7.90% for single filers. The rules that trip people up:
- The federal W-4 cannot be used for Hawaii. Without an HW-4 on file, the employer withholds as single with zero allowances.
- Heads of household are withheld at the single rate.
- Hawaii has no city or county income tax, so the state line is the only income tax besides federal.
TDI and Prepaid Health Care Deductions
Hawaii employers must provide Temporary Disability Insurance and, for most employees, health coverage under the Prepaid Health Care Act. Both can show up on a stub:

For a biweekly check of $1,480, weekly wages are $740, so TDI is 0.5% of $740 or $3.70 a week and $7.40 a check. The Department of Labor's 2026 TDI wage base notice lists the current caps.
What Hawaii Requires on Every Pay Statement
At each payment of wages, Hawaii employers must give an itemized written statement (HRS §388-7 and HAR §12-21-5) showing:
- Employer name and employee name
- Dates of the pay period and the payment date
- Total hours worked, including overtime hours
- Straight-time pay, overtime pay and any other pay
- Total gross pay
- The amount and purpose of each deduction
- Net pay

Because the employee earns less than the TDI wage base, the TDI line is a straight 0.5% of wages. Above $1,500.21 a week it would stop at $7.50. The year-to-date column adds up all 19 checks.

Paydays and Final Paychecks in Hawaii
