Pennsylvania Paystub Generator
Pennsylvania keeps its state income tax simple at a flat 3.07%, then layers local taxes on top: an earned income tax set by the municipality and school district, a Local Services Tax and, in Philadelphia, its own wage tax. This Pennsylvania paystub generator calculates the state line exactly and lays out the rest so a Pittsburgh, Allentown or Philadelphia employee can follow every deduction.

Five Deductions, Three Levels of Government
| Line | Who sets it | 2026 rate |
|---|---|---|
| Federal income tax, Social Security, Medicare | IRS | Pub. 15-T; 6.2%; 1.45% |
| State income tax | Department of Revenue | 3.07% flat |
| UC employee contribution | Labor and Industry | 0.07%, no wage cap |
| Local earned income tax | Municipality and school district | Varies by PSD code |
| Local Services Tax | Work-site municipality | Up to $52 a year |
Employers enroll each worker with a Residency Certification Form at hire and look up the political subdivision (PSD) codes for home and work in the DCED address search. The local tax collector then receives the EIT withheld under Act 32.
Act 32 Earned Income Tax: The Higher Rate Wins
That is why two people at the same Pittsburgh desk can have different EIT lines. A Pittsburgh resident pays the combined city and school district resident rate, while a commuter from a suburb pays whichever is higher, their own township's resident rate or Pittsburgh's nonresident rate. The line is usually labelled EIT or LOCAL on a pennsylvania pay stub; the guide to pay stub abbreviations decodes the common codes.
Philadelphia's Wage Tax Since July 1, 2026
| Period | Residents | Nonresidents |
|---|---|---|
| July 1, 2025 to June 30, 2026 | 3.74% | 3.43% |
| From July 1, 2026 | 3.735% | 3.425% |
The City of Philadelphia wage tax page lists the current rates. A Philadelphia resident pays the resident rate wherever they work; a commuter pays the nonresident rate on pay for work done in the city.

The 0.07% UC Line Most Templates Miss
Pennsylvania is one of the few states where employees contribute to unemployment compensation. The 2026 rate is 0.07%, which is 70 cents per $1,000 of gross pay, with no wage cap according to the Labor and Industry yearly UC tax highlights. Employers pay their own UC contributions separately; only the 0.07% belongs on the stub.
What 34 Pa. Code 231.36 Puts on Every Statement
Required with every payment of wages
- Hours worked
- Rates paid
- Gross wages
- Any allowances claimed as part of the minimum wage
- Each deduction
- Net wages
Deductions other than taxes need the employee's written authorization. A Pennsylvania pay stub that names each line, from the 3.07% state tax to a union due, makes that easy to check.

Minimum Wage Is Still $7.25
Pennsylvania's minimum wage has been $7.25 since July 24, 2009, with a $2.83 cash wage for tipped workers who earn more than $135 a month in tips. HB 2189, which would raise it to $11 in 2027, passed the House in March 2026 but has not been enacted. Final wages are due no later than the next regular payday.
Contractors, Lenders and Rental Applications
Independent contractors are not subject to PA withholding through payroll and do not receive a pa pay stub from the client; this guide explains how to create pay stubs for independent contractors when a payment statement is needed. Employees renting in Pittsburgh or Philadelphia should see what landlords accept as proof of income; a Pennsylvania pay stub with clear local lines answers most questions before they are asked.

Honest Pay Records
A pay stub records wages that were actually paid. Creating one with false income or a made-up employer to win a loan or lease is fraud. Use the pennsylvania paystub generator only for real payroll and keep every pennsylvania paystub consistent with deposits and the W-2.

One Flat State Rate, Many Local Lines
Pennsylvania has no withholding allowances, so the state line is always 3.07% of taxable compensation. The work is in the local deductions, which change with where the employee lives and works.

Pennsylvania Wages Under Reciprocity and Local Tax
Pennsylvania has reciprocity with Indiana, Maryland, New Jersey, Ohio, Virginia and West Virginia, filed on Form REV-419. Local earned income tax still depends on where the employee lives and works.
- South Jersey residents who work in Philadelphia keep New Jersey withholding under reciprocity but pay the Philadelphia nonresident wage tax. The New Jersey paystub generator covers the New Jersey side.
- Ohio residents working in Pittsburgh-area jobs near the border claim reciprocity on REV-419 and pay Ohio tax; use the Ohio paystub generator.
- Northeast Pennsylvania residents with jobs in New York have no reciprocity, so New York tax and paid family leave apply; see the New York paystub generator.
