Ohio paychecks are local. On top of state withholding, almost every city and village taxes wages and many school districts add a tax of their own. Since April 2025 Ohio law also spells out what a stub must show. An Ohio pay stub in 2026 typically shows federal income tax, Social Security, Medicare, Ohio state withholding, municipal income tax for the city where the work is done and, for residents of a taxing district, school district income tax. The state withholding tables changed on August 1, 2026.
Ohio Changed Its Withholding Tables on August 1, 2026
The Department of Taxation replaced the employer withholding tables that had applied since October 1, 2025. The middle rate is unchanged but the bottom and top rates fell, so most Ohio paychecks withhold slightly less from August on. An Ohio pay stub dated after July 31 should reflect the new tables.

Taxable wages are gross pay minus $25.00 for each exemption claimed on the IT 4. An employee who has not filed an IT 4 is treated as claiming zero exemptions. The Ohio employer withholding page posts both sets of tables.

Scenario: Marcus Bell runs presses for Scioto Mile Print Works at 250 S High St in Columbus. He earns $27.00 an hour and works 80 hours from July 6 to July 19, 2026, paid July 24, which falls under the tables in force until July 31. He files single with no IT 4 exemptions and this is his 17th paycheck of the year.

The state line comes from the second bracket: $17.78 plus 2.99% of the $1,158.08 above $1,001.92, about $52.40. The same check paid after August 1 uses the new base of $16.03 and withholds $50.66.

Employers withhold for the city where the employee works. A resident of a different city may owe that city a further amount, reduced by the credit it allows for tax paid to the work city, which is why an Ohio check stub for a commuter can look different from a coworker's. Columbus, for example, gives residents a 100% credit up to 2.5%. School District Income Tax for Residents
School district tax follows where the employee lives, not where they work. The IT 4 asks for the four-digit district number and the employer must withhold for any employee who resides in a taxing district.

What ORC 4113.14 Requires on Each Statement
Required every regular payday since April 9, 2025
- Employee name and address
- Employer name
- Total gross wages and net wages
- An itemized list of additions and deductions with an explanation for each
- Payment date and the pay period dates
- For hourly employees: total hours, hourly rate and hours over 40 in the workweek
The statement can be written or electronic or the employer can provide access to one. If an employee asks in writing and the problem is not fixed within 10 days, the Department of Commerce can require the employer to post a notice. Wages for the first half of a month are due by the first of the next month and wages for the second half by the fifteenth. A check that stays unpaid 30 days past payday exposes the employer to the greater of 6% of the amount or $200. An Ohio pay stub for tipped staff should show the cash wage and tips on separate lines.

Yes. New employer withholding tables took effect on August 1, 2026. For biweekly pay the lowest rate fell from 1.775% to 1.6% and the top rate from 3.64% to 3.4%.

Ohio Wages Under Reciprocity and City Tax
Ohio has reciprocity with Indiana, Kentucky, Michigan, Pennsylvania and West Virginia through the waiver on the IT 4. City income tax still applies where the work is done.
